		<description>The way it looks,California will not change until people recognise that &quot;Hollywood&quot; is fictional characters,and voting them into office does not work.I wonder how many people thought they would get the character from the films ,instead of the real person,in the Governor.If you start with all school boards ,and bring in &quot;commonsense&quot; ,it will be a start in the right direction. This is where the left started,and then grew with the support of those they educated.Unionism MUST be voluntary with elections being private affairs.Stop making sure everyone in office of any type,&#039;a lawyer&#039;.They believe everything should NOT be understood by the locals and then its only them that can control. Lawyers are control freaks.Thats why they make them judges.I cannot trust anyone who is willing to lie and cheat,inorder for a guilty murderer or sex offender to go free,or to offend again.The reason guilty persons dont go to jail is because the lawyers dont want the possibility of having a defeat of court on their record.Prosecutors only charge people when they are assured of victory.Otherwise its a plea deal that leaves no one happy.                                                       Thankyou</description>

That said, anything that limits surface runoff is a good thing from both a civil engineering and environmental point of view. In one sense, you limit the demands on public storm sewer systems. In another sense, you do less to interupt natural groundwater recharging processes. Those are both good things, and in many cases can be done in a very cost effective manner.
 
In many cases, we&#039;re simply talking about building sidewalks, driveways and parking areas that are permeable, which is easily achieved with many new cost effective products, including permeable concrete.
 
So, although the manner in which impermeable limits are enforced may be draconian, the reasons for implementing them are sound, especially in dense urban environments such as LA. The lack of green areas and moisture must make you guys a little nutty.</description>
